CIVIL DIVISION CIVIL The Malheur County Sheriff’s Office provides service of civil papers to the public. These services include, but are not limited to, serving of summons, garnishments, restraining orders, etc. Civil is also responsible for concealed handgun permits and registering sex offenders.
